Mandy Millar is a public procurement expert and bid consultant with over two decades of procurement experience across local government, housing, emergency services, forestry and land and third sectors. As Director of Millar Professional Services, Mandy now supports businesses to navigate and succeed in the public sector tendering process through strategic bid consultancy, management and writing as well as training provision.

Her career includes roles with Scotland Excel, Scottish Fire and Rescue Service, Scottish Government and the National Fire Chiefs Council. Mandy brings deep expertise in tender design, evaluation, conflict resolution and collaborative procurement as well as shaping procurement strategy and policy.
